Local meeting primer: Three Rivers City Commission

The Three Rivers City Commission will convene for a regularly meeting Tuesday, August 1 at 6 p.m. at Three Rivers City Hall (333 W. Michigan Ave.). The topics of discussion for the evening will include a resolution to apply for the Community Development Block Grant for the downtown outdoor amphitheater, as well as a recommendation from the planning commission regarding overnight street parking regulations

In new business:

  • The commission will consider approving a resolution to apply for the Community Development Block Grant for the Public Gathering Spaces Initiative competitive funding round for a downtown outdoor amphitheater in the amount of $1,748,100. The city is amending the original request from $1,953,445 to the new, lesser amount which will provide for the 10% match of the total project. If the grant funds are awarded, the Downtown Development Authority (DDA) will enter into a formal loan agreement with the city to sign a promissory note, which will be a loan from the city to the DDA for the matching funds. 
    • A report from the planning commission regarding the recent overnight street parking regulations has been drafted and will be considered by the commission. On July 24 the planning commission reviewed the city manager’s report on the regulations, and per the city commission’s request, report conclusions were considered and each of the suggested options were evaluated on their own, as well as weighed against one another. The planning commission is recommending no amendments be made to the current police regulations pertaining to overnight street parking, nor to the city’s zoning ordinance. 
    • The commission will consider authorizing the use of the sewer fund balance and approve a change order in the amount of $8,939.40 to Insituform Technologies, LLC for the sewer relining project. 
    • The commission will consider approving the following purchase orders for the bypass and repair of the Constantine St. sewer force main break, and to authorize the use of the sewer fund balance in the amount of $275,797.60:
  • RKDavis for construction in the amount of $150,000
  • Mersino for bypass pumping in the amount of $100,000
  • Clean Earth for vactor truck services in the amount of $10,150.10
  • Perceptive Service & Operations for excavating in the amount of $15,647.50
